X-Men: Omega Point
Following the incident in Saigon, the United States and the USSR put a hold on the Cold War, realizing that the mutant problem posed a bigger threat to them both. The United Nations formed a specialized agency called the Special Headquarters for International Efforts for Logistics and Defense, or S.H.I.E.L.D., headed by Director General Nicholas Fury, a renowned U.S. intelligence officer. The USSR insisted on one of their own, Natasha Romanov, as Deputy Director, presumably to ensure that the agency does not fall under U.S. control. Both countries pledged half of their military budgets annually to S.H.I.E.L.D., which is tasked with developing methods of dealing with rogue mutants and policing the mutant population.
